on Biological Diversity (ETC/BD)1

 

 

Job description

To co-ordinate and lead the ETC/BD designated by the European Environment Agency (EEA) for the period 2019-2021 in support to its mission on informing on Europe’s environment.

 

Missions

To ensure the provision of a scientific and technical expertise for the development and the enhancement of a knowledge base on biodiversity and ecosystems, in support to European policies.

For this purpose:

• Supported by the ETC/BD Deputy manager, to ensure the operational implementation, by the ETC/BD consortium, of activities identified in the multi-annual and annual work programs of the EEA, in regular contact with the EEA Head of ‘Biodiversity and Nature’ group;

 

• Supported by the ETC/BD Administrator, to manage the consortium , which currently involves eleven organisations from ten European countries, in line with the provisions of the multi-annual Framework Partnership Agreement between the EEA and the French National Museum of Natural History (MNHN) (acting on behalf of all consortium partners) as well as in line with the annual Specific Agreements;

 

• To manage and coordinate the ETC/BD core team which comprises currently eleven persons from six different European nationalities, based in the MNHN;

 

• To support the EEA in dialogue and interactions with its main clients such as the European Commission and the Council of Europe as well as to facilitate the operation of the European Environment Information and Observation Network (EIONET), including National Focal Points and National Reference Centres;

 

• To interact with Managers of the other, currently six, European Topic Centres, in particular as part of the ETC coordination group set up by the EEA, to enhance opportunities for collaboration towards a more integrated approach to environmental assessments ;

 

• To contribute to discussions on the strategic direction and work priorities for the EEA in the context of ETCs being part of the EIONET structure;

 

• To consolidate the scientific and administrative anchorage of the ETC/BD within the MNHN, including as regards to interactions with the Ministry for Ecological and Inclusive Transition (MNHN Supervising Ministry, co-financing the ETC/BD), in full recognition of the specific status of the ETC/BD, acting for the EEA.

 

 1.The European Topic Centre on Biological Diversity (ETC/BD) is a consortium of eleven organisations, led by the French National Museum of Natural History, under a Framework Partnership Agreement with the European Environment Agency for the period 2019-2021  

 

Eligibility criteria

Education certificates and diplomas

• Completed university studies of at least five years attested by a diploma in ecology, agronomy, forestry or equivalent.

 

Range of professional experience and skills

• Very good knowledge of European environmental policies and more specifically of biodiversity and ecosystems related policies as well as sectoral policies (agriculture, transports);

• Strong capacity for and experience in coordination and operation of partnership networks;

• Experience in financial management ;

• Experience in team management ;

• Professional experience in governmental, non-governmental or international organisations;

• An excellent knowledge of English (spoken and written) is needed (English is the working language) as well as a very good mastery of French;

• Experience in information systems would be an asset ;

• Be a national of one of the member countries of the EEA (Member States of the European Union plus Iceland, Liechtenstein, Norway, Switzerland and Turkey

• Enjoy full rights as a citizen

• Have fulfilled any obligations imposed by law concerning military service
